Offshore gas activities
The Offshore Petroleum and Greenhouse Gas Storage Regulations 2021 require authority holders to submit an environment plan for acceptance before any work under the authority can commence.
We publish environment plan submission details and summaries of accepted environment plans to keep stakeholders informed.
Environment plan submissions
Regulation 13 of the Regulations requires us to publish the following details of any environment plan that is submitted:
- the name of the authority holder
- a description of the activity or stage of the activity to which the environment plan relates
- the location of the activity
- details of the titleholder's nominated contact for the activity
- the decisions (if any) made by the Minister in relation to the environment plan.

Environment plan summaries
Regulation 13E of the Regulations requires environment plan summaries to contain the following material from the accepted environment plan:
- the location of the activity
- a description of the receiving environment
- a description of the activity
- details of environmental impacts and risks
- a summary of the control measures for the activity
- a summary of arrangements for ongoing monitoring of the authority holder's environmental performance
- a summary of environmental emergency response arrangements
- details of consultation already undertaken and plans for ongoing consultation
- details of the authority holder's nominated contact for the activity.

Petroleum Production Licence 2 (PPL2) covers 7.5 km2 over the Iona gas field (encompassing the Iona Gas Plant) located 6.5 km north of Port Campbell.
Accepted 28 January 2022. - Boggy Creek Pty Ltd: Acceptance of an operation plan to run wireline surveys and plug the water zone in the Boggy Creek-1 well.
PPL3 covers 2.11 km2 located 30 km south-west of Warrnambool.
Accepted 31 May 2023. - Lochard Energy (Iona Operations) Pty Ltd: Acceptance of an operation plan to decommission and rehabilitate the Grumby-1 well.
PPL1 covers 7.4 km2 located 6 km north-west of Port Campbell.
Accepted 8 June 2023. - Lochard Energy (Iona Operations) Pty Ltd: Acceptance of an operation plan to decommission and rehabilitate the Tregony-1 well.
PPL7 covers 1.6 km2 located 12 km north-west of Port Campbell.
Accepted 21 June 2023. - Lochard Energy (Iona Operations) Pty Ltd: Acceptance of an operation plan to decommission and rehabilitate the McIntee-1 well.
PPL6 covers 4 km2 located 12 km north-west of Port Campbell.

Accepted 18 February 2024. - Beach Energy (Operations) Ltd and OGOG (OTWAY) Pty Ltd: Acceptance of an operation plan to enable gas production and operation of the Enterprise well within PDSA007746.
PDSA 007746 covers 7.3 km2 located 4 km west of Port Campbell.
Accepted 27 May 2024. - Lochard Energy (Iona Operations) Pty Ltd: Acceptance of an operation plan to upgrade the accommodation camp site to be used to support the drilling of two new wells for underground gas storage.
PPL4 covers 6.4 km2 located 12 km north-west of Port Campbell. PPL7 covers 1.6 km2 located 13 km north-west of Port Campbell.
Accepted 19 March 2025. - Lochard Energy (Iona Operations) Pty Ltd: Acceptance of an operation plan to drill two gas storage wells into the Mylor gas field.
PPL4 covers 6.4 km2 located 12 km north-west of Port Campbell.
Accepted 19 March 2025. - Petro Tech Pty Ltd: Acceptance of an operation plan to drill the Wombat-5 well into the Wombat gas field.
Petroleum Retention Lease 2 (PRL2) covers 747 km2 located 5 km to the north-west of the township of Seaspray.
Accepted 9 May 2025. - Boggy Creek Pty Ltd: Acceptance of an operation plan to suspend Boggy Creek-1 well.
PPL3 covers 2.11 km2 located 10 km north of Peterborough, Victoria.
Accepted 25 September 2025. - CO2CRC Ltd: Acceptance of an operation plan to carry out production, processing and transportation of CO2-rich gas from Buttress-1 well.
PPL11 and PPL13 cover 2.54 and 2.65 km2 respectively and are located 20 km north-west of Port Campbell.
Accepted 23 December 2025. - Adelaide Energy Pty Ltd: Acceptance of an operation plan to conduct a 100 km2 3D onshore seismic survey.
Petroleum Exploration Permit 171 (PEP171) covers 1,973.85 km2 located west of Casterton.
