Support for northwest Victorian communities near mineral sands projects

Landholders and communities in northwest Victoria now have easier access to information about mineral exploration, mining licencing and regulations with a new dedicated regional service.

Resources Victoria has appointed Paul McDonald as the Principal Community Engagement Advisor for Northwest Communities.

Paul is a respected geoscientist, a former head of the Geological Survey of Victoria and the Earth Resources Regulator in the Victorian Government.  Living on a farm in the Western District, he brings in-depth insight into exploration and mining regulation and a strong appreciation of local community values.

What this means for communities

Paul’s role is to:

  • provide clear, timely answers to questions about mining and exploration regulations
  • visit towns across the northwest, from Swan Hill to Hamilton, to meet with landholders, community members and stakeholders
  • help explain how proposed mineral sands projects are assessed, approved, and regulated by different government agencies
  • be a local contact for concerns, questions, or conversations about mining in the region.

Paul and the team are based at the Grains Innovation Park, 110 Natimuk Road, Horsham, where people will be able to drop in for a chat on a regular basis. Paul is supported by other local department engagement staff.

Why now?

In 2024, the Victorian Government released its Critical Minerals Roadmap, which includes supporting mineral sands development in the northwest. A key focus of the roadmap is making sure regional communities and Traditional Owners are heard, respected and benefit from development.

Throughout 2025, work will continue on initiatives such as benefit-sharing models and improving how communities can participate in decision-making.
