The Commissioner's final report from the continuous improvement project, Getting the Groundwork Right, is provided below. The report includes:

Implementation plan
The Getting the Groundwork Right: Implementation Plan outlines how government is implementing the Commissioner’s recommendations.
We’re building a better regulator at a key time for the State. Demand for core building materials is at an all-time high, owing to Victoria’s population growth and the scale of building work underway across the state.
Victoria’s minerals sector is also experiencing growth with a gold renaissance delivering more opportunities and jobs in regional Victoria.
It is critical that we get the regulation of mines and quarries right. A modern, proportionate and robust regulatory system contributes to industry certainty and underpins community confidence. This Implementation Plan shows how the department will deliver that.
To support the Implementation Plan, the Victorian Budget 2018/19 included $12.7 million for Earth Resources Regulation. The funding is delivering a program of work to simplify regulatory procedures and provide for an upgraded online application system.
The Budget includes a further $3 million over 2 years to extend work underway to secure extractive resource areas of strategic importance for the construction of public infrastructure, affordable housing and private sector developments.
This work includes geoscience investigations, land use planning and community engagement in partnership with local councils.

Closure Report
The program implementing the recommendations from the Getting the Groundwork Right: Better regulation of mines and quarries report has been completed, with several of the resulting projects and initiatives continuing to improve practice within Earth Resources Regulation.
The closure report addresses the actions and recommendations contained in the Getting the Groundwork Right, as well as the Implementation Plan and the two periodic reviews undertaken by the Commissioner for Better Regulation.
Engagement with the resources industry will continue through workshops, forums, and the further development of guidelines. Processes and procedures will continue to be refined through regulatory practice improvements, the development of a new regulatory management system and cooperation with other regulators.
