Resources Victoria Approvals Coordination (RVAC) helps drive investment by reducing uncertainty around resource approvals.
RVAC supports development opportunities through the approvals process, from the early planning stage to final approval. This includes helping with work plan approvals, licence renewals and advice on how to prepare and submit applications. We also work with applicants to identify and resolve issues as they come up.
Quarry workstream: supporting Victoria’s Big Build
With demand for quarry materials rising for housing, transport links and renewable energy infrastructure, we work with industry to fast-track quarry expansions.
Priority is given to projects that unlock important materials like sand and hard rock, are close to major demand centres, can deliver on time and have strong compliance records. The aim is to keep approvals ahead of the forecasted demand year on year.

Mining workstream: supporting the transition to net zero 2045
Victoria has significant deposits of mineral sands, which contain titanium, zirconium and rare earth elements. Victoria’s world-class gold province also holds substantial amounts of the critical mineral antimony. These are essential for renewable energy technologies and important for regional development.
We work to attract investment and fast-track projects that can deliver milestones by 2027. We prioritise critical minerals and gold, proponent readiness and proven compliance.
