Resources Victoria has approved a Mining Licence for WIM Resource’s Avonbank project, 15 km northeast of Horsham.
The approval follows a thorough assessment of WIM’s application against stringent criteria set out in the State’s minerals legislation and relevant Commonwealth provisions.
Resources Victoria assessed WIM Resource to have an appropriate program of work, which they can finance and complete. Resources Victoria also determined WIM Resource is fit and proper to hold a Minerals Licence.
All recommendations by the Minister for Planning following the Environment Effects Statement process were considered as part of the decision and will be addressed through a combination of licence and Work Plan conditions.
The project will mine heavy minerals sands, including zircon, titanium and rare earth elements. These materials are used in a range of products, including renewable energy infrastructure and everyday technology products.
Procedures to safely handle mineral concentrates, the introduction of real-time onsite monitoring and the mine’s operating hours will be finalised as part of the work plan assessment. The Work Plan will include risk management controls to protect the environment and nearby communities.
The mining approach proposed by WIM Resource will deliver staged rehabilitation. WIM Resource is required to ensure land is restored and returned to a productive state.
Earlier this year the Mineral Sands Agricultural Land Restoration Working Group was formed to bring together farmers, experts and the resources sector to provide advice on land restoration. The group’s guidance will help shape how WIM Resources rehabilitation works will be finalised.
Analysis predicts mineral sands development across Victoria could support as many as 7,000 regional jobs.
As part of Victoria’s Critical Minerals Roadmap, for the first time, a benefit sharing model is being developed in partnership with local communities and Traditional Owners. Benefits may include employment opportunities, skills development and funding for local initiatives.
